Comprehensive bonded zones are the most open of China’s areas under special customs supervision: goods may be stored, repaired and traded within them with import taxes deferred — and never levied if the goods are re-exported. HELLWEG’s bonded division is built on the daily, practised use of this regime.
From customs account books and verification lists to the choice and declaration of supervision modes, the value of bonded operations lies in applying the rules cleanly, precisely, and in a manner that withstands review.
Bonded Logistics
Warehousing, distribution and value-added handling under customs supervision. Import duty and VAT are deferred until goods actually leave the zone for the domestic market; goods re-exported never incur them.
Bonded inventory is both a buffer for trade and a foundation for finance — the same goods can support warehouse receipt financing, described under Trade & Finance.
Bonded Maintenance & Repair
Used or defective equipment enters the zone under bond for inspection, repair or refurbishment, and is then re-exported — with no import duty on the goods themselves.
For high-value equipment — electronics, machinery and instruments — this makes the zone a regional service centre able to serve markets in both China and Central Asia.
Complex Customs Services
Classification, valuation, processing-trade account books, verification lists, AEO accreditation support and dealings with the customs authorities. Most cargo clears under standard procedures; professional judgement is proven on the remainder.
